Meeting Minutes
Monday, August 25, 2014

Present: John Knight, Selectman, Fred Guidi, Sheila Vanderhoef, Town Administrator
Also Attending: Neil Andres, DPW Superintendent
The meeting was called to order at 9:20 AM.
The meeting opened with Ms. Vanderhoef stating that she was not prepared to address the open contract questions. She wanted to make sure that there were no other areas of the proposed EPG contract that needed to be addressed. It was agreed that she would either get the answers to the questions or bring EPG into a future meeting to address the questions.
Ms. Vanderhoef then provided an update on the funding applications for both SRF and USDA. She stated that the engineering cost (~ $5.4M) could not be claimed under SRF, but did qualify under USDA guidelines. Ms. Vanderhoef also explained some of the timings for the various borrowings including the issuance of short-term debt obligations by the Town. She offered to provide both a cash flow analysis and debt schedule for the next meeting.
Neil Andres discussed the progress with DOT and the work/permitting that needs to be done for the Route 6 portion of the project. He explained that much of the work will likely be done in the travel lanes, which may be faster than trying to work around existing utilities in the berms. While the DOT is limiting the window of operation on the Rt. 6 corridor to roughly 4 mos., Mr. Andres felt that the work could still be accomplished in their window without adversely affecting the project timeline.
Ms. Vanderhoef shared a draft of the tender request that she planned to publish for the Town’s independent project manager. The request will be sent out the week of August 25th to various qualified firms. The committee plans to create a list of interview questions at its next meeting, September 8th.
Other business items discussed included:
- Progress of the deeds for well & tank properties
- Borings for the tank foundation
- Coordinating timing of library construction with availability of water
The Committee agreed that the next meeting will be held on September 8, 2014
